PROFILE OF OUR DISTRICT AND OUR DISTRICT ATTORNEY

The Fifth Judicial District is comprised of Franklin, Richland and West Carroll Parishes.  The recent census shows the Fifth Judicial District as having a population of 55,500.  The cities, towns, and villages which make up the Fifth Judicial District are Baskin, Delhi, Epps, Forest, Gilbert, Kilbourne, Mangham, Oak Grove, Pioneer, Rayville, Winnsboro, and Wisner.  The judicial district has an agricultural based economy, a number of manufacturing plants and numerous small businesses.  The district is rich in wildlife and offers hunting and fishing opportunities.  Interstate 20 and Louisiana Highways 17 and 137 provide excellent access to areas adjoining the Fifth Judicial District.

Our District Attorney, William R. "Billy" Coenen, was born and reared in the district and has been honored to serve as District Attorney since 1984.  He was re-elected without opposition in 1990, 1996, and 2002.  He had previously served as an Assistant District Attorney for eight (8) years, from 1976 to 1984.  He has been a leader in fighting crime in the Fifth Judicial District and frequently addresses churches, schools and civic groups on drug abuse and education and other matters which affect citizens in the fight against crime.  Mr. Coenen also served as President of the Louisiana City Attorneys Association in 1977, and as President of the Louisiana District Attorneys Association in 1992 .  He is a past chairman of the Civil Section of the Louisiana District Attorneys Association, and a former member of the House of Delegates of the Louisiana State Bar Association.  He is a graduate of Rayville High School and attended Northeast Louisiana University (now University of Louisiana at Monroe) from 1965-1967, then attended Louisiana State University from 1967-71, earning a Juris Doctor degree.  He is a member of the Sacred Heart Catholic Church.  He is married and the father of six (6) children.

Mr. Coenen is proud of his staff of attorneys, administrative and office staff.  His criminal and civil Assistant District Attorneys have over 125 combined years of experience, while his administrative and office staff have over 129 years of combined experience.  District Attorney Coenen says, "I am honored to work with a great group of very professional attorneys and employees.  Our No. 1 goal is, as stated in our Mission Statement, 'prompt, thorough, courteous and dignified' service to the public."

MISSION  STATEMENT

The mission of the Fifth Judicial District Attorney's Office is to vigorously prosecute those charged of valid, provable crimes; to insure that justice is done for victims and defendants; to carry out the legal mandates of the office of District Attorney; to educate and inform the public as to issues affecting criminal law; and to work with other offices and agencies to improve the criminal law system and the office of the District Attorney in a prompt, thorough, courteous and dignified manner.
