Penny W. Douciere, 5th District Attorney, reported the following pleas taken during a July 21, 2021 court session in Fifth District Court, West Carroll Parish, with Hon. Will R. Barham presiding. Assistant District Attorney Molly M. Clement represented the State of Louisiana:

TIMOTHY G. CARR entered a plea of guilty to two counts of Molestation of a Juvenile. He was sentenced to serve 20 years at hard labor on each count, 15 years to be suspended. These sentences will run consecutively with each other. In addition to serving for 10 years, he was ordered to pay a $2,000 fine along with cost of court. Upon Carr’s release, he will be placed on active supervised probation and be required to register as a sex offender according to Louisiana law.

STEVEN BRIAN CARROLL pled guilty to two counts of Possession of a Schedule II Methamphetamine. He was given a two year suspended sentence on each count and was placed on active supervised felony probation for a period of three years. Carroll was ordered to pay a fine of $1,500 on each count. As an additional condition of his probation, Carroll was ordered to enroll in and complete the 5th Judicial District Drug Court Program.

ZACHARY C. COBB pled guilty to Illegal Possession of Stolen Things, Possession of a Schedule IV Controlled Dangerous Substance, Monetary Instrument Abuse, Possession of a Schedule III Controlled Dangerous Substance, Illegal Carrying of a Weapon, Possession of a Firearm Having Been Modified in Length. Cobb was sentenced individually on each charge and collectively will serve for a period of eight years. Upon his release, he will be placed on active supervised felony probation for three years and will pay fines in the amount of $2,000 plus all cost of court. The firearms that were seized in these matters were forfeited by order of the Court to West Carroll Sheriff’s Department.

THOMAS ARTHUR DAVISON pled guilty to Simple Escape. He was given a two year sentence and a fine of $1,500 plus costs. Upon his release, he will be placed on active supervised felony probation for a period of three years.

KODY B. KOPPIE pled guilty to Distribution of a Schedule II Controlled Dangerous Substance – Methamphetamine. He was sentenced to serve four years, one of which was suspended. He will be supervised on felony probation for three years upon his release. He was ordered to pay a fine of $1,500 plus court cost. He was ordered to enroll in and complete the 5th Judicial District Drug Court Program. Koppie had a 2016 charge of Possession of Schedule II in which Jg. Barham revoked the suspended portion of his sentence and ordered that Koppie serve the time.

RICHARD D. POPE pled guilty to Aggravated Assault with a Firearm and two counts of Cruelty to Juveniles. He was sentenced to serve six years at hard labor, four being suspended. Pope was ordered to pay a fine of $1,000 plus court costs as well as enroll and complete the 5th Judicial District Drug Court Program. He was ordered to participate in the 5th JDC Batterers’ Intervention Program and undergo an anger management treatment plan as well any other mental health evaluations deemed appropriate during his probationary period. Jg. Barham issued a Stay Away Order in place in favor of the victims. In a separate case, POPE pled guilty to the charge of Domestic Abuse Battery Aggravated Assault. He was sentenced to serve at hard labor for two years. He was ordered to pay a fine of $1,000. Upon his release from incarceration, he will be placed on active supervised probation for a period of three years.

KEYONTA WASHINGTON pled guilty to Conspiracy to First Degree Robbery. He was sentenced to serve for a period of five years, four of which were suspended, and will be placed on active supervised probation for a period of three years upon his release. He was ordered to pay a fine of $1,000 plus court costs and to make restitution to the victim in the amount of $900.
